Karin Richmond

Karin Richmond is principal of Intelligent.Incentives, an Austin, Texas based consultancy specializing in incentive policy development and large scale incentive negotiations for both the private and the public sectors. She was formerly the National Director of Incentives for a national state and local tax firm. She has published several articles on the subject of tax incentive policy, with particular focus on job retention issues and challenges. Her work as a community leader has become the cornerstone of a successful consultant practice within her field for the last thirty years.
She served as the Chairman of the Texas Enterprise Zone Board at the pleasure of the Governor. She has been asked to appear before both Texas House and Senate Committees on tax incentives and Texas enterprise zones in the Texas Legislature, up to and including the 2019 86th Session. In 2008, her work was recognized by her professional peers as she was designated a Fellow Member of the Council (FM) of IEDC. She has been a repeat presenter on tax incentives for the International Economic Development Council where she served for eight years on the Board of Directors.
